摘要：

重视和强调民生问题是马克思主义的优良传统,邓小平理论中的"共同富裕"、"三个代表"重要思想中的"始终代表中国最广大人民的根本利益"、科学发展观中的"以人为本",都是中国特色社会主义建设中民生思想的核心命题。因此进一步加强保障和改善民生工作在"十二五"时期有着特殊的意义,同时也将为全面建设小康社会打下坚实的民意基础。

Abstract: It is the fine tradition of Marxism that emphasizing the People's livelihood."Common prosperity"in the Deng Xiaoping's theory and"always representing the fundamental interests of the overwhelming majority of the Chinese people"in the Three represents theory and"people foremost"in the Scientific thought of development are all the core conceptions of the people's livelihood standpoint in building socialism with Chinese characteristics.So it is especially important to strengthen the People's livelihood in the twelfth Five - Year Plan and in the meantime,laying foundations of building a well - off society in an all - round way.
